Ellis, Gardner, entitled:                                                                                                       
                                                                                                                                
          "An Act relating to the oil and gas production tax;                                                                   
          relating to oil and gas production tax credits;                                                                       
          amending the minimum tax on oil and gas                                                                               
          production; relating to the determination of the                                                                      
          production tax value of oil and gas; relating to the                                                                  
          financing of oil processing facilities on the North                                                                   
          Slope by the Alaska Industrial Development and                                                                        
          Export Authority; and providing for an effective
